Investigating an issue with FCM Topics.

The service is fully restored. All delayed messages have been dispatched.

Earlier today, we developed a backlog of messages which delayed notification delivery. We've resolved the problem and we are in the process of delivering older notifications. New notifications should be delivered as before the outage.
