The issue with FCM Topic Messaging should have been resolved for all affected users as of 09:04 AM US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.

We are experiencing an issue with FCM Topic Messaging as of 2018-09-28 05:49 US/Pacific. This is currently being investigated and we will provide an update when we have more information.
