Unable to upgrade/downgrade the Firebase plan

We experienced an issue where Firebase projects could not be upgraded or downgraded to a paid plan. This has been resolved for all affected projects as of 10:12 AM US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.
