Fabric projects cannot be linked with Firebase

The issue with Fabric traffic and projects not linking should have been resolved for all affected projects as of 00:45 US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.

Traffic to Fabric is flowing again, and projects can be linked.
