Investigating an issue with Firebase Console.

The issue with the Firebase console which affected downloading config files and a small number of other management endpoints was resolved for all affected users as of 3:13 pm US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.
