Internal errors when deploying

Incident began at 2019-08-21 07:35 and ended at 2019-08-21 08:55 (all times are US/Pacific).

	Aug 21, 2019	15:22	During this time new deployments from the CLI may have failed with an error along the lines of `500, Internal error encountered`. US-Central and US-East were the most likely to have been affected, but most other regions may have had some of their requests sent to these regions. At around 08:30 US/Pacific mitigations began to roll out and problems deploying from the CLI should have resolved by 08:55 US/Pacific. The bug has since been rolled-back and fixes are being made to prevent any recurrence of this issue.
