Investigating an issue with Firebase Cloud Messaging
Incident began at 2018-07-26 14:11 and ended at 2018-07-26 16:45 (all times are US/Pacific).

The issue with FCM registration and subscription should have been resolved for all affected users as of 16:45 US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.

We are still investigating the issue with FCM registration and subscription functions.
Current data indicates that there were two impact periods, each about 20mins long. At peak during those periods, we had 3.6% of users affected. In between, there is no user impact.
Nonetheless, a fix has been identified and we're preparing to stage it out. We will provide another status update on this as soon as possible.
