The issue with our billing services should have been resolved for all affected projects as of 14:13 US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.

We are experiencing increased latencies with Project upgrades and billing account management under Google Cloud Console.
