Issue while creating short dynamic links using the REST api.

Incident began at 2017-03-08 16:00 and ended at 2017-03-08 19:45 (all times are US/Pacific).

We experienced an issue with Firebase Dynamic Link, creating short dynamic links using the REST API. This started at 4:00 pm and has been resolved for all affected users as of 07:45PM US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.
