~10% of database instances unable to perform writes

Incident began at 2019-04-03 11:51 and ended at 2019-04-03 12:00 (all times are US/Pacific).

~10% of database instances unable to perform writes between 11:51am and noon PST due to a spike in write latency. We are investigating some performance optimizations that should help mitigate incidents like this in the future.
