Firebase Test Lab partial outage

Incident began at 2018-10-30 19:26 and ended at 2018-10-30 21:13 (all times are US/Pacific).

	30 Oct 2018	21:15 PDT	The issue is now resolved. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to prevent or minimize future recurrence.
	30 Oct 2018	19:28 PDT	Firebase Test Lab is experiencing an issue with both physical and virtual test error rates. Root cause not yet determined. We will provide more information soon.
