Elevated Execution Error Rate for .arm device models.

A change to the services for .arm device models has been reverted. Error rates have returned to normal.

We are experiencing an issue with Firebase Test Lab. .arm device models are experiencing elevated error rates. The issue is mostly impacting API level 32 devices. Customers may see inconclusive results.
