Incident affecting Cloud Messaging

Users reported an increase in UNREGISTERED errors when sending notifications through Firebase Messaging. Our investigation indicates that this increase doesn't represent an actual change in notifications delivered to installed applications, but instead more accurately reflects the real state of registrations. We are temporarily reverting the behavior change while we verify this hypothesis.

Incident began at 2022-09-21 00:00 and ended at 2022-10-06 15:15 (all times are US/Pacific).

7 Oct 2022	12:21 PDT	We have verified that the increased error rate is a more accurate representation of the state and that the delivery rate was not affected by this change.
6 Oct 2022	15:47 PDT	Users reported an increase in UNREGISTERED errors when sending notifications through Firebase Messaging. Our investigation indicates that this increase doesn't represent an actual change in notifications delivered to installed applications, but instead more accurately reflects the real state of registrations.
