Elevated 500 errors for some customers using the Gemini API in Vertex AI in Firebase

Incident began at 2024-10-27 00:47 and ended at 2024-10-27 04:07 (all times are US/Pacific).

	27 Oct 2024	04:26 PDT	A fix was rolled out, and errors have returned to normal. This issue is now resolved.
	27 Oct 2024	02:37 PDT	We are currently experiencing issues with the Gemini API, resulting in an increase in 500 errors for customers in some regions.
